New HDB BTO and EC Income Ceilings Announced

During the National Day Rally (NDR) 2026, Prime Minister Lawrence Wong announced significant shifts in Singapore’s public housing policies. In a move designed to accommodate the rising earning power of young couples and support growing families, the government is officially raising the HDB BTO income ceiling and the Executive Condominium (EC) income ceiling.

If you are a prospective homebuyer looking to secure subsidised housing or exploring private upgrades, here is everything you need to know about the latest policy tweaks and how they impact your property journey.

  1. Revised Income Ceilings for HDB BTO Flats and ECs As Singaporeans marry later and advance further in their careers before settling down, many young couples have found themselves exceeding previous income caps. To ensure public housing remains accessible, the new monthly household income ceilings are as follows:

HDB BTO Flats (Families): Increased from $14,000 to $16,000.

HDB BTO Flats (Singles): Increased from $7,000 to $8,000.

New Executive Condominiums (ECs): Increased from $16,000 to $18,000.

When do these changes take effect?

For HDB Buyers: The higher limits apply to all HDB Flat Eligibility (HFE) letter applications submitted from August 24, 2026.

For EC Buyers: The revised $18,000 cap applies strictly to upcoming EC developments with land sale tender closing dates from August 24, 2026 onwards. (Note: This does not apply to balance units in existing launched ECs).

Important Note on Resale Flats: These new ceilings also apply to homebuyers purchasing an HDB resale flat using the CPF Housing Grant and Singles Grant, as well as those applying for an HDB housing loan.

  1. More BTO Ballot Chances for First-Timer Families with Children Securing a BTO flat has historically been a competitive process, but growing families are now getting a major boost. Starting from the February 2027 BTO sales exercise, first-timer families with children will receive one additional ballot chance for every child they have or are expecting.

Unlike previous schemes, there is no cap on these additional ballot chances. The more children you have, the higher your chances of successfully securing a flat during BTO or Sale of Balance Flat exercises. This builds on the existing priority given under the First-Timer (Parents and Married Couples) category, which already grants up to three base ballot chances.

  1. Prepare for the Upcoming November 2026 BTO Launch To give prospective buyers ample time to digest these new policies and apply for their required HFE letters, the Housing and Development Board (HDB) has shifted the upcoming BTO sales exercise from October to November 2026.

What to expect in the November 2026 Launch:

Approximately 7,960 flats will be released.

Estates include highly anticipated areas such as Bedok, Geylang, Sembawang, Tengah, Toa Payoh, and Yishun.

Community Care Apartments (Assisted Living flats) equipped with senior-friendly fittings will also be available in Toa Payoh.

Homebuyers intending to participate in this launch are heavily advised to apply for their HFE letter by September 25, 2026.
